Object tracking using the Channel Follower Modifier
A simple and convenient way to make an object track or target another object, which gives more dexterity than the "target" option in the motion control panel, is to use the Channel Follower modifier to link the rotational path of the observing object to the motion path of the target object
First Open up the Channel Follower modifier
Opening Channel Follower Modifier

 Open up the Graph Editor 
 
 
 
 At the bottom, select the Graph Editor Modifiers Tab 
 
 
 
 
 Double Click on the new option "Channel Follower" 
 
 
 This will display the channel follower input panel

Linking Channel Follower Modifier to target
| Next, link the pitch rotational movment of your turret to the target's Y position 
 
 
 
 
 
 
 
 
 
 
 You will need to adjust the proportional scale of the tracking movment, and then might require trial and error. Usually larger numbers, 1,000% and greater are required. 
 For tracking the pitch against the Y axis position, you will need to multiple the scale by a negative, otherwise the turret's pitch will be opposite. 
 Repeat for the Turret Objects Heading and use trial and error to get the correct scale. The heading will not require a negative.
